@texxxicano I would hope that they are legal since they are hired by a public entity. However, as to cheap labor there are generally clear pay scales set according to experience. There is a bona fide reason to require a firefighter to speak English since it is a matter of safety, but to require the supervisor to have to speak Spanish is just plain backward. Even though English is not the official language, wish it was, it is the major language of the US.
